About This Event / イベントについて
Since 2023, Shibuya Ward has officially asked visitors NOT to come for Halloween. The policy shifted in 2025 from "don't come" to "禁止だよ！迷惑ハロウィーン" (nuisance Halloween is prohibited). A year-round roadside drinking ban (18:00–05:00), enforced since October 2024, is the key enforcement tool. On October 31: 125 security guards and approximately 90 ward staff are deployed.
The Hachiko statue is enclosed from October 30 to November 1, 58 retailers suspend alcohol sales, and LUUP e-scooter ports in the ward's 21 locations are suspended. Small costume activity continues around Center Street, but the massive unofficial gatherings of the 2010s are gone. Respect the ward's request and avoid gathering in large groups.
